Operations & Maintenance Manager (Tunnels) (Qatar, c65k QR)

CLASSIFICATION TITLE:Operations & Maintenance Manager

NATIONALITY: MUST be either BRITISH or SINGAPOREAN

SUMMARY OF DUTIES:

Reporting to the PMT / JV Board, the incumbent is responsible for managing and directing all activities of the Operations Control Center (OCC) and the maintenance of the tunnel and it’s facility on an around the clock basis; developing, updating and implementing operational procedures; coordinating planned response procedures to emergency situations with the Client and Abu Dhabi state officials and the Authority’s Safety Department; training operators in correct procedures and responses; and the main contact person for the JV with the Client.

PRIMARY FUNCTIONS:

1.Ensure safe tunnel operation and efficient use of resources.

2.Develop, update and implement policies and procedures of all OCC operations and maintenance of the Tunnel and it’s facility; serves as the JV’s primary contact in the implementation of the safe operations and maintenance of the Al Salam Street Tunnel and its ancillary facility.

3.In conjunction with the Client, emergency services agencies personnel and Abu Dhabi state representatives, assists in the development, testing and updating of emergency preparedness procedures.

4.Interacts with the maintenance, engineering and communications personnel and sub-contractors to ensure that an optimum degree of operational efficiency is maintained; coordinates with Client staff on a wide variety of issues.

5.Communicates and coordinates special events with the appropriate personnel, (i.e. Client, emergency services agencies personnel, contractors, tours, system maintenance); conducts tours and informational briefings on all Operations and Maintenance aspects for visiting groups/dignitaries.

6.Oversees the documentation (electronic or manual) of all incidents, plans SOPs, Manuals, etc.

7.Develops and implements training programs for all OCC (both from JV and Client) personnel.

8.Gathers data and/or generates reports in response to special requests.

SECONDARY FUNCTIONS:

1.Ensure that the Operations and Maintenance of the Al Salam Street Tunnel comply with the relevant UAE Law and regulations.

2.Promote a safe and healthy environment for the O&M Staff.

3.Performs other duties of a similar type and nature as required.

MINIMUM REQUIREMENTS:

Education:A Bachelor’s Degree in a relevant field of endeavor.

Experience:Must have at least ten (10) years of managerial experience in major urban road tunnel operation and maintenance of which at least two years must have been supervising a staff of technical and/or semi-skilled personnel in an environment that involved security considerations and emergency preparedness responsibility.

Must have experience in the preparation for the build up to commissioning and operation a major urban road tunnel.

Experienced in the design of the various MEAP systems for a major urban road tunnel, especially in the life saving and support systems, fire fighting systems, tunnel lighting, pumping, environmental control systems, etc.

Experienced in the development of a major urban road tunnel Traffic Management and Control System.

Substitutions:A bachelor’s degree in traffic, mechanical, electrical engineering or a related technical field may be substituted for two (2) years of the required experience.

Physical:Must be capable of performing all duties associated with this job description.

Other:Must possess excellent written and verbal communications skills.

Must be able to quickly and positively respond to and manage emergency situations.

Must be available 24 hours per day, 7 days a week.
